Thanks for your question. It sounds like you are unable to play any video clips on your iPhone 5s. These would include videos you've saved to your device and videos you've recorded using the Camera app.
You indicate this has only started in the past few days. I see you've updated to iOS 9.3.5. Were your videos playing properly before the update? Also, can you explain what you mean by "saved videos?" Were these attachments to Mail or Messages?
One final question, have you enabled iCloud Photo Library on your iPhone? The spinning circle that you describe usually indicates a photo or video is being uploaded to iCloud. Depending on the size of the video and your internet connection speed, there could be a delay.
Initially I would suggest you quit the Photos app and restart your iPhone to reinitialize it and establish a new connection to the internet. Make sure you are connected to a fast Wi-Fi network. Then, open the Photos app and tap on one of the videos that you recorded on your iPhone. (You'll find them in the Videos album). Does the video play, or does the issue persist?
