Q: Not abel to login App Store & iCloud

yesterday i bought new macbook pro md 101 mid 2012. i create apple id through apple website and now try to use that apple id in my macbook for app store and in iCloud but it shows. "This action cannot be perform, Try Again". What should i do. i do nothing it's a new macbook, haven't install anything on it.Please Help me.

MacBook Pro, OS X El Capitan (10.11.6)

The issue is purchasing a used Mac.
