You should try to contact Apple Contact - Official Apple Support

I Have no advice to offer other than to uninstall iTunes and then file a complaint, but not with Apple. Use social media and make it public. They have a culture of never admitting failure and will stand firmly behind shotty work like iTunes to spite you and themselves. The legacy of Jobs continues. Whoever the developers on iTunes are need to be fired and blackballed from ever writing software again, imho. iTunes is a bloated and buggy piece of junk that takes way more willpower and energy to deal with than a normal human can muster. I come away from using it ready to break something and boiling wth rage if I am forced to use it. which is rare thankfully. I pay for Pandora to get my music fix. So aside from once a year or when I am forced, I avoid it like the plague. I would love to do Apple Music because I love Trent Reznor, but I will not touch it as long as iTunes exists in the state that it does, regardless of if they are connected because its the only way to protest iTunes. It's sad because I love my idevices, but impossible to understand how such garbage of software could go with them

Such errors can usually be fixed by deleting the offending dll, then repairing the component it is part of from the programs and features control panel. CoreAudioToolbox.dll is part of Apple Application Support and can normally be found in

    • C:\Program Files\Common Files\Apple\Apple Application Support or
    • C:\Program Files (x86)\Common Files\Apple\Apple Application Support

where the name of the Program Files folder may vary by region.

For general advice see Troubleshooting issues with iTunes for Windows updates.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down the page in case one of them applies.

The further information area has direct links to the current and recent builds in case you have problems downloading, need to revert to an older version or want to try the iTunes for Windows (64-bit - for older video cards) release as a workaround for performance issues or compatibility with third party software.

Your library should be unaffected by these steps but there also links to backup and recovery advice should it be needed.
