Yes they do - I have seen it reported often in Middle Eastern countries where Apple has no presence via Apple Authorized Resellers - the Black Market is what we in the USA call it.

Since there is no oversight at all, folks dream up all kinds of ways to profit illegally - devices, activation, etc.

Sad but true that you all could not know whether it is normal or not until you begin using them!
