Thanks for reaching out to the Apple Support Community. I know how important it is to be able to view images without having to jump through hoops, and I'd like to help. Because the issue seems to affect only a few apps we'll want to do some isolating of the issue. What I'd recommend doing first is log into your computer in Safe Mode, and then as a Test User to see if the same behavior is replicated.
If the same issue occurs in safe modes we know it's not a startup items issue, and if the issue occurs in the test user account then we also know that it is a system wide issue. These articles will help you through those two test processes.Try safe mode if your Mac doesn‘t finish starting up
How to test an issue in another user account on your Mac
If you discover that the issue is indeed system wide after these two tests, it may help to reinstall El Capitan using recovery mode. This will not delete any fo your files. This article will guide you through that process

I tried both safe mode and new test account, all failed. The same problem happened.
I also tried my friend's MacBook Pro(old model, non-retina), use the same OS X version. We met the same problem.

I found this issue because there have large GIF images on it. Safari can not display such images.
This website is in Chinese, but you can ignore the words, only see the pictures. These GIFs only display as a "?" in my Safari. e.g. "http://www.dockerstar.com/assets/img/matrix/intr_object_01.gif"

Preview is opening at as a a sequence of separate pages in the sidebar.
Did you recently install any new Safari extensions, that might be interfering?

Sep 1, 2016 7:46 AM in response to Hua Baiby Luis Sequeira1,I tried your GIF and indeed it fails to show in Finder, Preview (says it could not be opened and could be damaged or in format that is not recognized), Safari. It does open in Chrome, like in your machine. I am using 10.11.6.
The same file does open just fine in all of the above in a machine running a certain public (second letter of the Greek alphabet) OS.

Sep 1, 2016 10:08 PM in response to léonieby Hua Bai,It is GIF animated picture. In my previous OS X 10.11.5, it is OK in both Safari and Preview, all shown as animated movie. But now can not see anything in OS X 10.11.6.
I do not install plugin in Safari, for Chrome is my primary browser.

Sep 1, 2016 10:14 PM in response to Hua Baiby dialabrain,It seems to be a problem introduced by the 10.11.6 update. Like Luis and yourself it doesn't work for me under 10.11.6. I don't know if Apple will release a fix before the release of MacOS Sierra or not. Time will tell but it's not your machine.

I heard a rumor that iPhone 7 will support GIF animated picture. Hope it will not meet the same issue.

Sep 1, 2016 10:32 PM in response to Hua Baiby dialabrain,Well, if you have a Time Machine backup going back before the time you updated to 10.11.6 you could restore 10.11.5. It's probably more trouble than it's worth though. Seeing that Chrome works I would just wait.

So what I can do is waiting for new OS update... hope Apple support team can have some workaround...

But it will not work, if you are using Photos for Mac. Your current Photos Library cannot be opened by an earlier version of Photos.
