If it's something else, make sure you are connected to wall power supply and Wi-Fi connected to the Internet.

Windows SoftwareIt's been doing this for days on end. Also I can't tell what ios I am currently on. In addition, I can't download any apps even though I have 34 gb available

Sign out your Apple ID in Settings > iTunes & App Store > Apple ID: > sign out here.
Do a
Force Restart

Sign back in, make sure your Wi-Fi connection to the Internet is working and your credit card is in correct and in good standing.

Huh? No issue here and iOS 9.3.5 patches serious security issues.
