There is no virus. These criminals are lying to you to get your money, and if you are gullible enough to grant them access, to take over your computer and steal your identity.

No one can tell such stuff from OUTSIDE your computer. This is always a SCAM.

Any such pop up message will always be a scam.

Force quit Safari, then restart Safari while holding the shift key.

No this is not a good thing and if I had to venture to guess its going to be a scam where the dupe you into buying their tiered technical support and they will make your computer "like new" again and if you dont they delete your files and try to lock you out of your computer. I would see if you can get a copy of malwarebytes and run it. Sounds to me like you have a bit of malware/spyware. Try to clear out your cookies as well in safari.
