Q: Is there a way to restore my iphone if it has been reset but I can't remember my passcode to get through the "Hello" screen?

Make sure it is not asking you to create a passcode.

The device should not retain old passcode after resetting to factory default.

Unless the phone is Activation Locked by the previous owner, which appears to be the case here.

If it's locked, wouldn't the user be unable to factory reset? This article says:

Activation Lock is enabled automatically when you use Find My iPhone on a device using iOS 7 or later.

To factory reset, you will have to disable Find My iPhone. Hence, I'm wondering how the user can factory reset without disabling Find My iPhone. Perhaps there's another way to factory reset. Is that correct?

Yes, it would ask for the iCloud passcode. I took the statement: but when I try to turn it on and set it up from the "hello" screen that it shows when turning it on, it asks for his passcode

The "Hello" screen does not ask for the screen unlock passcode.

Sorry, I'm lost. To me, the Hello screen indicates that the device is reset to factory default. I'm wondering if that screen is asking the user to create a passcode instead of entering a passcode which is already setup earlier.
