Q: Security Breeches

it is very concerning that iPhone security protocols have been breeched by some kind of military in Israel or wherever else.  Frankly it's been a possibility for long time, but meanwhile I am noticing much SMALLER level issues that I feel are distantly related, like how Safari has these little white box popups that appear from time to time.  Why can't Apple prevent ANY pop ups from EVER happening on my phone?!  Why is this even a possibility?

 

Here is what I am talking about:

Why would this have popped up on my phone when I clicked on a link about lemon planting?

iPhone 6s, iOS 8.4.1, iOS 9.1

    Bad advertisements are served on the website(s) you're visiting. Double tap home button, slide up Safari to close the app. Then tap Settings - Safari - Clear history and website data. Go back to Safari. Keep in mind if you re-visit the website, the bad ads pop-up will reappear.
