Q: Family Sharing - Apple Music, Appstore, iCloud Music library

Something that apparently should be very simple seems to get very difficult and I'm looking for some assistance. Let me try to explain. In my family we have 4 members. I am the organizer of this family and I own the main Apple ID with all the purchased music, apps etc. Let's call this Apple ID Main. I also have my own Apple ID for iCloud. (Contacts, bookmarks etc)

Myself- Main Apple ID + iCloud ID A

Wife - iCloud B (Signed into App Store and iCloud family Sharing using this ID)

Daughter C - (Signed into App Store and iCloud family Sharing using this ID)

Daughter D - (Signed into App Store and iCloud family Sharing using this ID)

The main Apple ID (The one we have shared music over 10 years) has an iCloud music library subscription and Family Apple music. When I created the Family Sharing program, I added members via their Apple IDs. They then signed out on their devices from the shared "main Apple ID" and logged in with theirs. Everything seems to work OK, but I have questions:

1) Apps does not seem to pass along the already paid apps from the main Apple ID to the family users. For example, an app that was purchased under the main Apple ID was repurchased again this morning by one of my daughters? It seems the "purchased" apps doesn't always transfer? I think I may have also tried to sign out of some of these IDs and then given the warning that this ID can't share purchases for 90 days etc.

2) Why do members of my family not get access to the main iCloud music library stored in the cloud? (Owned "iTunes Match" that is backed up in the cloud?)

iPhone 6, iOS 9.3.5
