Being able to use bookmarks on different operating systems is a wonderful thing. Apple does has a way to do this too. The easiest and most effective way to sync your bookmarks is to use Apple’s iCloud service.
How to back up your iPhone, iPad, and iPod touch -- You'll need to update your iPad's iOS in order to sync the bookmarks from it to your PC's browsers. Updating shouldn't pose a problem, but it's always better to "have" a backup than to "need" a backup.
Update the iOS software on your iPhone, iPad, or iPod touch -- Follow the instructions here to update to the latest iOS. Once your iPad is up-to-date, go to Settings > iCloud and toggle the button to the right of "Safari". You can also sync any other information using iCloud from this screen as well.
Download iCloud for Windows -- Use this link to download/install the iCloud control panel, then restart your PC. Once it's back up, open the iCloud control panel and log in with the same username and password you're using in iCloud on your iPad. Select the services you’d like to keep in sync, but definitely make sure there's a checkbox next to "Bookmarks" and select the browser you want to sync with on your PC.Have an excellent day!
