iTunes syncing is generally in one direction only, from iTunes library to iPod.  You cannot use iTunes to transfer song files from iPod to computer (except for songs purchased from iTunes Store).  If the iPod still had your songs, you could use a third-party method or utility to transfer from iPod to computer, but in your case, your iPod was erased when you synced a mostly empty library with it.

Therefore, you'll need to transfer your complete iTunes library from your old computer to your new computer, which is actually the best way.  If your old PC is still accessible, with its iTunes data intact (or you have a backup of your iTunes data), please post back for more details about doing the transfer to your new computer.

My computer i had before is dead.  Cannot get anything off of it.  I had the library in my ipod but when my friend downloaded it again he added music to it and i couldn't see mine, but the music was still on my i pod.  When my daughter and i tried to fix it and couldn't, that is when my music disappeared.  I guess i should just start a new.  Thank you for response

That's unfortunate.  Going forward, you should back up your personal data on your computer, including your iTunes library data.

NOTE:  Songs you previously purchased from the iTunes Store can be downloaded again at no cost.

It was unfortunate you didn't ask for help when the media was still on the iPod. It could likely have been recovered with the steps in Recover media from an iPod.

See Backup your iTunes for Windows library with SyncToy for a suggested backup strategy going forward.
