Yes. That is done in your Contacts application (aka. Address Book.)

In Contacts (or Address Book) select File>New Group and give the folder a name. Drag the contacts you want to include in the Group to that folder.

If you are concerned about privacy and don't want to reveal all the names of the contacts in the Group to all the recipients of the email you can address the email to yourself and put the Group addresses into the Bcc field.
