There might be a problem with the SIM card, or it has not been enabled. Contact the carrier that issued the card.

Where did you purchase this device? Did you purchase it unlocked, or did you request an unlock from AT&T? If you requested the unlock from AT&T, did they approve it? If they approved it, did you complete the unlock by restoring your device in iTunes until you got the Congratulations message? If the device is still locked, you will need to contact AT&T to request that it be unlocked.
If you do get it unlocked, remember that any warranty or post-warranty support from Apple is only valid in the US, not in Germany. The iPhone warranty is not international.

If you purchased the phone through AT&T, it's very likely it's locked to their network. If you can contact AT&T support by phone, they may be able to give you an unlock code.
