Q: User no longer has access to Applications after Security Update 2016-001 El Capitan intalled

Ran the Security Update 2016-001 for El Capitan that was released yesterday. My standard user account no longer has access to applications in the folder - the folder is empty except for Mail. The dock would not open, nor would System Preferences.

 

Logging in with my admin user account, the folder has all the applications. I am able to open the Dock and System Preferences.

 

From Terminal, a verification of the Disk Permissions showed an error in the Application folder. A repair reportedly fixed it. Now the standard user account can open the dock, but all icons are generic. The Application folder is still empty (except for Mail).

    Worked with Apple Support. Created a new test user. All applications visible but we could not get the applications visible for the affected user.

    Finally reinstalled the OS from recovery disk.

    Affected user can now see the applications in the application folder. Icons in the dock were initially generic but after about 10 minutes, they have appearing correctly.

    Everything seems fine other than the 3+ hours spent on this today.
