Sep 3, 2016 2:13 AM in response to aliciaroxby Winston Churchill,With iCloud Photo Library enabled, you cannot delete a photo on one device (or at iCloud.com) without deleting it from every device that uses iCloud photo library (and iCloud.com). In order to save space on your mobile devices (and indeed your Mac if you wish to do so) turn on optimisation for photos on these devices (settings > photos & camera > optimise storage on your mobile device and Photo preferences > optimise storage on your Mac)
Optimisation is dynamic, it reduces the resolution of your photos as and when needed, so you may not notice it occurring at first. However when it is needed, it is very effective and users have reported libraries being optimised to much less than 10% of their original size in some cases. My own library is about 9% of its original size on my phone.

Sep 3, 2016 6:27 AM in response to aliciaroxby LarryHN,That is not really the way iCloud is designed - it is not used as an extention of your local storage - it is a place to share information between systems and for Photos you can sync libraries using iClue Photo Library
Although I strongly would not recommend it you could put any data (photos, document, etc) on iCloud Drive and delete them locally - for Photos to access the they would have to be downloaded back to your Mac and imported into Photos
With iCloud Photo Library you can sync libraries between devices and iCloud (every change made n any device will be made on all devices including additions, deletions and edits) and you can use optimized photos on devices with limited storage reducing the storage requirements on them
