Q: Unable to enable log in to computer using iCloud credentials
Problem:
After fresh install OS X El Capitan on MacBook Air I have no choice to use iCloud credentials to log in to the computer.
On another laptop MacBook which relatively new I kept using this iCloud log in until gone through a troubleshooting session with Apple support and when Signed out of iCloud in Systems Preferences I lost this log in option as well.
Investigation:
I found in Apple forums that in 10.11.4 release this feature was removed.
I was unable to find any references to this fact in Apple official release notes related to 10.11.4.
Solution:

Running this command in terminal mode and then restarting computer finally resolved the issue.
sudo dscl . append /Users/<username> AuthenticationAuthority “;AppleID;<user_appleid>”
where
<username> - admin account on this computer
<user_appleid> - for example name@google.com
You don't need to boot in to a Single user mode.
