There is no way to know what Apple can choose to do or not do.
If you want such a feature, send Apple feedback:
Whether the lack of a feature can be considered a bug is a bit of a stretch.

Sep 3, 2016 10:02 AM in response to GushiPersonby turingtest2,I'm not a home right now to to speak with absolute certainty, but I'm pretty sure if I use the Apple Remote app to wake up my Apple TV 4, the Apple TV 4 wakes my TV, as long as the TV is on standby rather than powered off.

Sep 3, 2016 11:56 AM in response to turingtest2by Diana.McCall,Right. It seems to depend on the TV. My 7-year old Samsung behaves like the OP's. The HDMI-CEC signals that ATV sends when wakened up by a Remote app are somehow different to those sent when wakened by the Siri remote. If I wake ATV using the Remote app, I need to tap the remote Home button for it to wake the TV.

Either way they should probably make use of that feedback link. One shouldn't have to guess at an additional press to wake things up.
