Try this  - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.) No data/files will be erased. http://support.apple.com/kb/ht1430

Press on the item icon until it shakes and an 'x' appears on the top left corner.  Press the 'x' and confirm 'Delete' to remove.

Not sure, but maybe the app  needs to be closed to delete.

For iOS 7 users, there’s an easy way to see which apps are open in order to close them. By double-tapping the home button on your iPhone or iPad, the new multitasking feature in iOS 7 shows full page previews of all your open apps. Simply scroll horizontally to see all your apps, and close the apps with a simple flick towards the top of the screen.

    Cheers, Tom

There are two ways to deleted app on iPad:

    1. Try settings> general> restrictions> scroll down to allowed content> websites> delete any restrictions. ( can be recoverable)

    2. try professional iPad data eraser app, which can permanently erase all private data on iPad without recovery.

This is guide on how to erase all data on iPad without recovery.

Check to see if you have deleting apps blocked via Settings > General > Restrictions > Deleting Apps 'off'

Thanks. This worked. Did not know about the restrictions aspect on my iPad.
