Go to Settings/Facetime, tap on your Apple ID and log out. Then log in again and turn on Facetime.

You don't get to enter your phone number; it automatically registers when Facetime/iMessage is activated. First, make sure your phone number is shown in Settings/General/About. Then, when you enable Facetime it sends an international SMS to Apple's activation server in the UK (country code +44) from your phone. This pairs your phone, its Apple ID and its number. If the SMS fails it cannot register your number, so you must have international SMS enabled on your phone. If you have an Apple partner carrier you will not be charged for the SMS.
