Q: iTunes library not available yet

Having a surreal problem here.  I upgraded to photos and decided it was problematic because there was no choice of outside editing (I use Photoshop). I left photos on the computer and have two libraries, one iPhoto and one photos. I won't even go into the problems I had trying to revert to iPhoto, so I decided to just stick with photos and move any photos which needed editing to the desktop and working from there. iPhoto is not on my iPhone ( only photos is there) but when I try to sync the phone to the computer, I get a message that photos can not be synced because the "iPhotos" library is not available yet. How do I get iTunes to recognize that I need to sync with photos instead???
