Welcome to Apple Support Communities.
I see that when you try to record a voice memo, your iPhone detects the touch when the record button is pressed, but it immediately cancels the recording. That's definitely something that I wouldn't want to have happening. I want to make sure that you can record your voice memos with no issues. There's a few things that I would like you to try.
First, let's make sure that any apps running in standby mode aren't causing any issues when you try to record. Please use the following article resource to close all apps on your iPhone:
Force an app to close on your iPhone, iPad, or iPod touch
Then, use the following article to give your iPhone a fresh restart:
Restart your iPhone, iPad, or iPod touch
And finally, once you have restarted, please test by recording a voice memo and see if it immediately cancels the recording like before.

Still facing the same problem after trying all of the resolutions you have provided.
The interesting part is that the original iPhone which I restored from is working 100%, which I use as a back up.

What we'd like you to try now, is first make sure that you have a current backup of this iPhone. This article will help you create a new backup:
How to back up your iPhone, iPad, and iPod touch
Once you have a current backup, please use the following resource to restore your iPhone to factory settings:
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
Make sure to set up the iPhone as new, and then test to see if you get the same result when recording.
