What happens when you attempt to download the latest iOS?

You need to have about 2G space on the ipad to download updates over your WiFi
To make space delete some apps /photos

You can check out this support document to troubleshoot your iCloud backup, or you could connect the device to iTunes and backup and update from there. If iCloud Backup couldn’t be completed or you can’t restore - Apple Support
