Q: Why not Apple TV Remote IR Power signal?

MY Gen 4 Apple TV can do ALMOST everything. It turns on the TV, and can control my audio reciever's volume via IR.

So why the heck can't it use the same IR function to turn the Reciever on & off as well?

Seems like a pretty straight forward function that'd be pretty easy to impliment via the IR command sampling as it does the volume control. Then just implement that into the unit sleep protocol as it does the HDMI control.

Oh & the Remote App really should be able to send a Sleep command to Apple TV

The pieces are there, just not quite put together :-/
