Q: Partition option is available for an external hard drive version 10.11.6

Partition option is not available for a newly formatted Touro S 7200 1 Tb external hard drive. It is grayed out.

VIN, MacBook Pro (13-inch Mid 2010), OS X El Capitan (10.11.6)

What are you selecting in Disk Utility? Are you selecting the drive or the partition? You need to select the drive and not the partition. The drive would be listed first and the the partitions are listed under and indented.
