He is going to have to recover the ID and password, or you will not be able to activate the phone. If he will not do that, then ask him for a refund. Only he can remove it, Apple will not remove it.

Sep 6, 2016 9:13 AM in response to byjumathew7by zinacef,It sounds like the device, you purchased, has an Activation Lock on it. The only way to have that lock removed is to ask your friend to log into his iCloud account and remove it.
If he can't remember the iCloud log in details, perhaps he can go into the local Apple Store with proof of purchase and ask if they can assist in the matter.
