You will need to get your friend to remove the device from his account. He is going to have to recover the ID and password, or you will not be able to activate the phone. If he will not do that, then ask him for a refund. Only he can remove it, Apple will not remove it.

Without your friends assistance there is nothing you can except get your money back, the phone is useless to you.

It sounds like the device, you purchased, has an Activation Lock on it.  The only way to have that lock removed is to ask your friend to log into his iCloud account and remove it.

If he can't remember the iCloud log in details, perhaps he can go into the local Apple Store with proof of purchase and ask if they can assist in the matter.
