In principle if you copy over the various Apple related folder in %AppData% and migrate your iTunes library correctly it will be as if nothing has changed. In practice as long as your device doesn't need restoring right now then migrate the library, install iTunes and connect to your library if needed, then connect your device and sync. It will make a new rolling backup for the device without you needing to copy over the old one.
