Q: iOS 9.3.5 Affecting Bluetooth

Ever since I downloaded the new iOS for the supposed critical security update, my phone won't connect to any of my Bluetooth devices.  Is anyone else having problems?  Affected products include a VTech Phone, my 2016 Jeep Renegade, and a Bose earpiece.

    To prevent anyone from recommending things that you have already tried, what troubleshooting have you tried? User troubleshooting for the phone includes restart, reset, restore from backup, restore to factory; testing after each step. There are troubleshooting steps for Bluetooth as well, but again, I wouldn't want to bore you with things you have already tried.
