Q: MacBook is unusable under 5% of battery...
I have a 13" 2015 MacBook Pro and I'm having a problem where if the battery drops down to 5% the laptop starts to lag and make a lot of stutter... I can't even watch a YouTube video, it's unusable... I think the laptop is just downclock the CPU so it don't use that much power, is there a setting or a program what can disable this? Thanks for the answer!

Reset the SMC
Reset the System Management Controller (SMC) on your Mac - Apple Support
you can set the energy saver to some custom setting which may make the system more responsive.

Otherwise a 3rd party manager for this would not be recommend as it's defeating the purpose of the OS managing this and could become a problem.
if you consider what's involved with playing a video on line (in many cases wi-fi and cpu cycles, caching) it's understandable the computer is showing latency when it's at 5% power. When my laptop gets to 25% I'm looking to recharge, and at 10% I'm plugged in, otherwise I don't think it's best for the battery to do this constantly.
