If you are getting a message to contact iTunes Support then you will need to do so (these are user-to-user forums) :
- go to http://www.apple.com/support/itunes/ww
- click on your country's flag (the country where you are, and which is therefore the country on your account)
- click on Contact Support towards the top right
- click on Get Help under 'Talk To Us'

If you owe iTunes money then see the page that you posted from.

Sep 7, 2016 12:46 PM in response to Adamstoryby King_Penguin,Do you have a different card that you could try ? Preferably a credit card, a debit card is likely to work (not all debit cards seem to still work).
For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account).
