Blinking orange light means "do not disconnect," because the shuffle's storage disk is currently mounted by the system.  It's not related to battery charging status.  The shuffle is charging while light blinks.

Try ejecting shuffle in iTunes, but leave it connected.  You should see that the light no longer blinks; it is solidSolid light means "OK to disconnect."  Now, color indicates battery charging status.  Solid Green means fully chargedSolid Orange means charging in-progress.

NOTE:  The shuffle's light blinks when connected (until it's ejected), IF it's set to Manually manage music or Enable disk use.  Those settings are on shuffle's Summary settings screen in iTunes.  IF you uncheck those settings, and set it to Sync Music automatically (on the shuffle's Music settings screen in iTunes), the shuffle's light is solid when connected.  You can disconnect without ejecting it in iTunes (light only blinks orange when iTunes is actively syncing).

got blinking orange light but no charge.

If you are actually saying that the shuffle's battery does not charge at all, please post back.
