I have lost my Key so I'm locked out of my phone. The phone that sent out the number has been sold.
Is there anyway a transfer from the Apple ID

According to the support article linked below, if you do not have 2 of the 3 required items for Two Step Verification, then you won't be able to recover your ID:
If you can't sign in with two-step verification using your Apple ID - Apple Support
You can try contacting Apple Support, but they will probably tell you the same thing:
