Q: I have 0 photos/videos on iCloud. Says its using 2,1GB

It's only enabled on the iPhone.
If you are using iCloud Photo Library on the iPhone, your photos in the iPhone Photo.app will be using iCloud Storage, and that is what you will see in the System Preferences > iCloud on the Mac as well. The iCloud Storage is shared by all devices using the same AppleID, and not separate for each device.

A few days ago something strange happened. My iPhone somehow started downloading all the photos I have on my Macbook. And yes that library is huge, BUT it's not on iCloud. It's on an external hard drive.
It's like the photos have been there before and there's some "ghost" image that I can't see or delete. I deleted all the photos on iCloud and phone, except one, and it still says it's full!

Sep 8, 2016 3:41 AMby léonie,Check, if there are still photos in the Recently Deleted album on your iPhone. These photos do also use iCloud Storage.
If the photos are invisible in the Photos library, you may have phantom photos on the iPhone.
If you have already emptied the Recently Deleted album, and still have phantom photos taking up space, have a look at this solution: There are apparently more users suffering from phantom photos that cannot be deleted: Changing the date makes the photos in "Recently deleted" visible again: Set the date on your iPhone back to last year or even earlier and then check again the "Recently Deleted".
I managed to get rid of the phantom usage. Restoring iPhone and resetting the phone settings/data do not work for me.
I had to move the Date on my phone earlier by 1,2,3 months and found the phantom photos in the Recently Deleted Folder. Next, I deleted the photos manually from the Recently Deleted Folder and the usage got freed up from my iPhone.

Sep 8, 2016 7:43 AMby léonie,You could try to create a new, empty Photos Library on your Mac and enable it temporarily as your system photo library and then as an iCloud Photo Library. Wait until the sync with iCloud is complete and wait , if anything downloads.
When the sync has finished, disable iCloud Photo Library again.

I'd try the variant to turn off iCloud Photo Library on all devices:
To turn off iCloud Photo Library on all your devices, open the iCloud pane of System Preferences, click the Manage button, then click Photo Library. Click “Disable and delete.” Your photos and videos will be deleted from iCloud Photo Library in 30 days, unless you click Undo Delete before that time.
