Q: Retrieval of Backed up on icloud without

iCloud

I regularly backup on iphone and ipad with icloud.

I do not know how to access part of this backup on my Safari Browser, on iphone.

the icloud.com url works only on a Windows Laptop

A:

You can't view the files in a backup. All you can do with a backup is restore a device using that data.
