Q: Installing apps and In app purchases are greyed out even though restrictions are turned off.

My App Store icon is greyed out. I've gone into Settings-Restrictions and found that both Installing apps and In app purchases are switched off. I can't switch them back on. I have disabled restrictions but it doesn't help. I can switch everything on/off but not the installing apps or in app purchases - these options are greyed out. HELP
