Sep 8, 2016 8:00 AM in response to Mordraxby ADAMdotK,I believe it's impossible. you can turn off cellular data and prevent your child from turning it back on, but then you will have to turn it on every time when they go out.
On the other hand, if you turn it of for a week or two, maybe they'll learn the lesson and pay more attention to it in the future.

Or something like a pre-paid card that you can add to when the data plan is used up.

We've seen this question many times here on Apple discussions and the overwhelming answer is to be a parent, no technology can replace that.
Take the phone away when privileges are abused.
Most kids less than 15 years old aren't ready for a smartphone, swap out for an iPod touch to teach responsibility.
You can see if the Meraki MDM has other options for adding restrictions on the phone.Kids are rebels and give them an iPhone too young without teaching them the responsibility is a recipe for headaches.
