No. You cannot add apps to Apple TV 2. You can add apps to Apple TV 4, but to the best of my knowledge Apple won't allow browser apps for it.

Apple TV is a media streaming device, with the 4th adding capabilities for games and other apps. Browsers on TV platforms have also notoriously been poor experiences. However, if you really wanted to you could mirror using an IOS device, or recent Mac (2011 or later)

browsing using anything other then mouse and keyboard is for most people a physical painful experience

(tried it on my xbox one..) which is likely why apple didn't include a browser in appletv
