Q: Contacts will no longer open in 10.11.6

First Contacts would not allow edits. Seemed to be a permissions problem - El Capitan install screwed some up - so I repaired those. Now Contacts crashes the moment it starts. Can't find a preferences file for it either.

    Try restarting in Safe Mode (hold down the Shift key immediately after pressing power).

    Safe Mode is slow - that is normal. It also clears a number of caches, and only loads the essential software.

    Try opening Contacts in Safe Mode.

    If it works, restart normally and try again.

    If it still does not work when booted normally, run Etrecheck and post its report here.

    Took two tries in Safe Mode before Contacts worked, rebooted but it still won't accept edits. Also it is now incredibly slow.
