Do you have enough free storage to install the download?
Are you signed in from an admin account, when you try to install GarageBand? If not, try to the installation signed in as an administrator.
Do you have any firewall or antivirus filters installed (like Little Snitch or Kaperski), that could be blocking the access to the App Store?
Try to start the Mac in Safe Mode and try again to install GarageBand.

I'm signed in on an administrator
I don't have an antivirus filter or firewall.
One question is though, how do I start my Mac in Safe Mode?

Safe Mode will disable all non standard system extensions, and frequently will help, if incompatible software is causing problems.
