Q: My Photo Stream missing on Win10. Upload and share work fine.

I've wasted hours trying to get this to work, but am stumped. I want to take a picture on my iPhone and have it show up in iCloud My Photo Stream on Windows 10. It works on all my Apple devices. Shared albums work on Windows. Upload from Windows also works to put things into My Photo Stream on all my other devices. The Downloads folder shows up under iCloud Photos on Windows, but there is no My Photo Stream folder and no photos show up after multiple restarts, logins, reinstalls, reboots and everything else I can think of. I even deleted the contents of MediaStream. No luck. This should be dead simple but I can't get it to work.
