apparently somehow Photos is not responding to the info in the EXIF/IPTC data that the -- sets for B&W - this could be a Photo issue or a camera issue but report to Apple -- http://www.apple.com/feedback/photos.html

RAW photos are not black and white. They contain all the information the sensor gathered when the image as taken. Part of that information are the settings on the camera, like the fact that you set the camera to monochrome. Photos either can't (Because it is camera proprietary) or does not want to honor that setting.If you shoot RAW+JPEG the JPEG will be black and white and the RAW will still have all the color information.
