Q: The theme on Safari changed.  What can I do to get the old one back?

Have you got Settings > Safari > Private Browsing set 'on' ? If you have then turning it 'off' should change Safari back i.e. the black 'theme' is telling you that you are using private browsing.

I have the same issue, I get the white text on black in Safari title bar, I am using OS 7.1 on an iPad 2. But when I go to Settings >Safari, there is NO Private Browsing option. What can I do to get back my white background? I can't now read my tab titles at all.

With iOS 7 it's not done in Settings > Safari, it's done directly in Safari. Tap on the '+' to open a new tab in Safari, and at the bottom left of that screen (where you can select a favourite or type in the URL) there should be a Private button/link for turning it on/off
