Q: Migration Assistant
Background
My old mid-'09 MBP recently died - it refuses to boot. I am fairly certain that the SSD that is in it is fine though (I just installed it a year or two ago after the first one died), I'll probably pull it out of the dead chasis and hook it up to a Linux machine to make sure the drive can be read and that the volume is intact.
Question
Assuming that the drive from my old MBP is ok, will I be able to hook it up to my new MBP and use Migration Assistant to transfer the user accounts and user data?

Yes. Install it in a 2.5" SATA enclosure that supports USB 3.0. Connect the drive to your new computer. When you open Migration Assistant you can select the drive as the source. How to use Migration Assistant to transfer files from another Mac.
