The button at the top left? Are you in full screen mode? Have you tried quitting Mail and reopening? Are any other applications exhibiting the same behavior?

WHEN I OPEN AN INDIVIDUAL EMAIL THE EMAIL DOES HAVE GREEN BUTTON TO EXPAND--ACTIVE!!!!

More information would help. In your first post the green button is inactive. In your second post it is active.
