It's sounds as if there's an issue with your iPad's software installation. I'll be glad to help you get that corrected.
1. How to back up your iPhone, iPad, and iPod touch -- Since I'll be having you completely erase your iPad, be sure to have a recent backup of your personal data to keep it safe.
2. Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings -- You'll need to do this through iTunes on a Mac or PC to erase the installed iOS to allow you to put a fresh copy back on. Using your iPad's settings only erases your personal data.
The first time through, select "Set up as new iPad." Once you get to the iPad home screen, make sure Siri is turned on and working as expected. If it is, continue onto the next step.
3. Restore your iPhone, iPad, or iPod touch from a backup -- Use this article to place your personal data back on your iPad.
Take care!
