It's my understanding you've been unable to restore photos on your iPhone 6s. Photos are the most important content on my phone, so I surely understand your concern. I am happy to help.
When restoring from an iCloud backup it is extremely important that you stay connected to a reliable Wi-Fi network and a power outlet so the process can complete. If the issue persists try connecting to a different network. The time of the restore from backup depends on the size of the backup and the speed of the network.
