Your wife may need to sign out of the iTunes and App Stores on her device, then sign back in (via Settings -> iTunes & App Store, tap her Apple ID, then "Sign Out").
Sign in with a different Apple ID on your iPhone, iPad, or iPod touch

Feb 4, 2015 6:31 PM in response to Allen Aby bgorenflo,Hi Allen, she tried to no avail and still receives a screen stating the family organizer must enter the security code for the payment method. I have re-entered my payment information multiple times & retried with no results. Any other ideas? I am open to try other suggestions short of removing her ams re-adding her. I don't want to lose anything from the family share.

The next step forward would be to change the payment method used by the organizer's account, then revert the change if necessary.
Change or remove your payment information from your iTunes Store account (Apple ID)

Did bgorenflo ever get his problem resolved?

Before I joined a Family Share account, I had PayPal setup as my method of payment. When I go to Settings > iCloud, tap on my name, I see PayPal there, when I tap on it, it does show the family organizer's method of payment, but it also shows my PayPal from before, and says EXPIRED below it. So what I did was leave the family, go into my Payment Option within iTunes on a computer, change my method of payment to None, got a family invite again, and this time, I finally got asked for the security code, entered it, issue resolved. Before, I would get to the point where I was suppose to enter the security code, but that prompt would never come up.

Dec 13, 2015 6:52 AM in response to djluis2k7by WazzaMouse,djluis2k7's solution worked for me. I've been looking for the answer for a long time. I only have my wife and myself on our family plan and she could never complete a purchase on her iPhone because the field for the security code never showed up even though it prompted for it to complete the purchase.
I had her leave the family sharing via her iPhone's iCloud settings menu.
Then I had her log into iTunes on her MacBook and go Store > View Account where she could then see her payment method which just as in djluis2k7's case the PayPal account was selected and there was an expiration notice displayed. She updated this to "None" and saved the settings.
Then I invited her back to family sharing on my iPhone.
Afterwards I had her go through and make the purchase she wanted and was prompted for the CC security code for the card I had setup on my account. This time the field was present and I was able to enter it and she completed her purchase.

Once we removed my Apple ID from the family, I found that my paypal account was still using my old college email as the login, which I have since updated on PayPal. I removed that from iTunes using my Mac, and then set my payment to None. After that, I asked my husband to reinvite me to our Family Share and everything is working again. Thanks for the tip!

When trying to set up a new ipad I was prompted for the code of a superseeded card. ***. Changing the card information in account settings didn't pass through. Looking at this forum and reading between the lines had be try through family sharing and there it was a BLANK payment method. Again I say ***. Why are they populating a data field with information and not telling you it even exists. Populated the same current card information into this area and it updated the new ipad straight away. Why don't hey advise or use security questions. And since this doesn't appear to be isolated also put a potential answer on the setup e.g. If you are getting verification fail update card details in "Parent family share " Der

Sep 14, 2016 3:52 PM in response to djluis2k7by Bill Eccles,It is worth noting that it may be something other than the payment method (such as the expired PayPal or credit card) which may be tripping up the ability of the organizer to verify the payment method.
In my case, my payment information was missing the salutation/honorific (Mr., Mrs., Miss, etc.), though my payment method was set to "None."
