If by chance, you happen to have a G4 that shipped with it new, you will need the PowerMac G4 installer disc that was labelled Mac OS X 10.2 PowerMac G4. By the time 10.2.8 was shipped on CD, PowerMac G5s were released. That said, a 10.2.3 retail disc is available for PowerMac G4s older than 10.2.3. That said, Wikipedia lists the dates of release of the retail 10.2 installer discs on: https://en.wikipedia.org/wiki/Mac_OS_X_10.2
And they looked like this, and do not say Upgrade, Update, Dropin or OEM on them
To find out if your G4 qualifies, you can find its serial number in a number of places, and read the pattern of the serial number thus:
xxABCzzzzzz
xx are alphanumeric characters that tell Apple where it was manufactured.
A is the last digit of the year,
BC are the combined week of that year.
So KL207AB0255 was shipped new on the 7th week of 2002.
Once you know your date of release, you can find out if it shipped newer than 10.2.3's release, in which case you need the gray 10.2 PowerMac G4 discs, or the 10.2.3 retail discs if it shipped earlier.
Once you have the installer, you can install 10.2.8 via the Combo 10.2.8 update. Do not get the 10.2.8 for G5 update either, as that's only for G5 Macs.

Note, all G4s are compatible with at least 10.3.5 on retail installer discs, if not 10.4.6 on retail installer DVD, if it has a built-in DVD drive. Some are compatible also with external firewire DVD boot, and Apple shipped a CD version of 10.4 as well for those that are not. The original G4 is not with the PCI graphics card and no AGP.

The only reason to install 10.2 is some old software compatibility may require it. Most 10.2 software will function under 10.3, if not 10.4.
10.5 and up remove compatibility of Classic.
