Locky, I SOOO commiserate with you for I recently had the same (or similar) issue that took DAYS to finally resolve.  I have iPhone 5C, and had always had visual voicemail. Right after update 9.3.4, I noticed for the first time that I never seemed to be getting VM anymore. When I hit VM, suddenly a number was being dialed and it was attempting to dial into my voice mailbox - which I'd never had.

IF this is your issue, DO NOT waste time researching for an answer. Call your provider's tech support and explain your issue. I'd elaborate, but don't have all the details of your VM error. But, if it's the same as mine, and your provider is AT&T, don't let them off the phone until they fix it...demand to escalate your trouble ticket to get to a specialist who knows their job.

MY VM was fixed in less than 10 minutes with the last support specialist I finally got, and he dug until he discovered the discrepancy between what your plan covers ON THE FRONT END (displays in one database) but behind the scenes, showed different plan info (separate database). He couldn't explain how this happened, but he told me to hang on for a minute, then came back and asked me to see if visual voicemail was back (he stayed on the phone until I confirmed that it was fixed), and it was!

It's a bug th your provider is likely responsible for (if AT&T, and your issue is visual voicemail not working), not anything Apple can help with.

Unless, your issue isn't quite the same as mine.  Hope this helps!!
