From your post, you've looked under Settings > General > Storage & iCloud Usage > Storage - Manage Storage and have discovered that the Photos & Camera Storage area is using quite a bit of room on your iPhone 6s upgraded to iOS 10. I'm happy to lend a hand.
Restart your iPhone, iPad, or iPod touch -- Never underestimate the power of a good restart. Check the Photos & Storage section again to see if your issue has resolved.
Check the storage on your iPhone, iPad, and iPod touch -- Since you've already checked the storage from your iPhone, scroll down to the heading "Use iTunes to check the storage on your iOS device" then continue below.
How to back up your iPhone, iPad, and iPod touch -- If iTunes is reporting an inordinate amount of "Other" space or a restart didn't clear the storage, you'll need to erase your iPhone and select the personal information you want to add back to it. You should back up your phone before proceeding to make sure your personal information is available to you at a later date.
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings -- To reclaim your iPhone storage space, you'll need to completely erase your phone. Using the Settings app on your phone only erases your personal information.
The first time through, select "Set up as a new iPhone" allow you to install a fresh copy of the iOS. When you're asked, select "As a new iPhone" and skip logging into iTunes & App Store and iCloud for now. Check to make sure that the Photos & Camera Storage is clear then on to the next step.
Restore your iPhone, iPad, or iPod touch from a backup -- Before having to select what data you'd like back on your iPhone, try restoring your backup first. Then check the Photos & Camera Storage being used. If it's dropped significantly, then the issue has been fixed. If not, use iTunes once again to restore your iPhone to factory settings, set up as a new iPhone again, log into iTunes & App Store and iCloud this time around, and sync the information you'd like on your phone back instead of restoring a backup.Take care!
